Turn your Android phone into an IP camera and webcam!
You don't need a cell phone service carrier to provides data plan, you can connect your phone to any wifi connection. You can turn on your wifi by: Application > Setting > Wifi setting. Now go to Google play store to search "eLook Mobile Cam" or scan the QR code below.
eLook Mobile Cam is an APP that allows you to capture video and share to your other devices or your friends/family's devices. It is different then Skype because you can have you camera turned on, and leave it on, you can view it whenever you want. But with Skye, you will need to have one person to call, and answer it. eLook Mobile Cam is a service through HermesDDS (a cloud service), therefore it is not limited to the upload speed (Traditionally you need to upload the video for another user to download, with HermesDDS cloud, you upload to the server and the server supports the download).
IP camera usually requires complicated IP and firewall setting. But with eLook Mobile Cam, you just need to set up an account and manage all your devices with one control panel : HermesDDS AP <--click this to learn how to use Hermes DDS AP.
As I mentioned before, you will need to register an account and add your Android phone to your account. Click "Register Free" to register an account or you can log in with existing account (but I guess most likely you will need to "Register Free").
Now name your Android camera, it will be the name you see when you manage your account on HermesDDS AP. It also automatically adds your Android camera to your account.
You can set up a password for your camera. If you will be the only one watching the camera, I recommend you leave it blank, or of cause you can set a password.
It is all you need to do to set up your camera. As long as you leave the camera on, you can view its capturing video anytime anywhere with internet access. And your friends and family can view it, too, if you share the video to them.
